Colorado Tariff Navigation Program
Helping Colorado companies navigate tariffs, reduce risk, and protect competitiveness

Global trade policy is changing rapidly, and tariffs are creating real cost, compliance, and supply chain challenges for Colorado businesses. The Colorado Tariff Navigation Program provides expert guidance and subsidized support to help companies assess risk, reduce exposure, and take strategic action.
This program is co-produced by the Colorado Office of Economic Development and International Trade (OEDIT) and World Trade Center Denver (WTC Denver) to strengthen economic resilience and help Colorado producers remain competitive in the global marketplace.
Tariffs impact far more than landed cost. They affect pricing, supply chain stability, compliance risk, and long-term growth. This program equips companies with the clarity and strategy needed to move from uncertainty to confident decision-making.

WEBINARS
From IEEPA to Section 122: What Importers Need to Know Now
March 20, 2026
Spreaker: Kate Rayer, Green Worldwide
As part of our ongoing Colorado Tariff Navigation webinar series, this timely webinar will examine the evolving legal landscape following the U.S. Supreme Court decision affecting IEEPA-based tariffs and the Administration’s shift toward a temporary import surcharge under Section 122 of the Trade Act of 1974.
Presented by Kate Rayer, Vice President Regulatory Services at Green Worldwide, this session will break down the legal authorities shaping today’s tariff environment.
Participants will gain clarity on how reciprocal-rate structures, exclusions, and country-specific measures may carry forward under Section 122, and how other tariff tools such as Section 232 of the Trade Expansion Act of 1962 and Section 301 of the Trade Act of 1974 can continue to apply alongside newer measures.
The webinar will focus on the “right now” decisions importers may need to make, including entry timing, in-transit treatment, liquidation risk, post-summary corrections (PSCs), protests, and origin-specific outcomes. Special attention will be given to country-specific planning considerations, including USMCA treatment for Canada and Mexico, transshipment enforcement exposure, and elevated duty risk scenarios..
Duty Drawback: Beyond the Basics

U.S. Import Enforcement in a Volatile Trade Environment
May 8, 2026
Spreaker: Dave Glynn, Holland & Hart
As tariffs increase, so does enforcement risk. Higher duty exposure means greater scrutiny from U.S. Customs and Border Protection, and higher financial stakes for importers. This session will explore current CBP enforcement trends, rising audits and penalties, and the growing legal exposure tied to classification, valuation, and origin decisions. Attendees will gain practical strategies to mitigate risk, strengthen compliance programs, and protect their organizations in an increasingly aggressive trade enforcement environment.
Foreign Trade Zones (FTZ): Challenges & Opportunities Amid Tariff Shifts
June 5, 2026
Spreaker: Tom Cook, Blue Tiger International

Participants will learn the ins and outs of the FTZ application and approval process, best practices for security and product compliance, and how to demonstrate accountability to regulators. The session will also cover strategies for managing personnel and HR within an FTZ, business development and marketing approaches to expand your zone, and how to conduct pre-emptive audits to ensure readiness for a CBP visit.
